CAUSE
One cause for this error message can be a non (English) default naming of the IIS default web site.

ACTION
This is a known issue with Strategy 9.3.1. This issue is fixed in Strategy Version 9.5.1

WORKAROUND
Rename the default web site to the English naming: "Default Web Site" and re-attempt the installation. Once the installation is completed, the name can be changed back. There are currently no known issues with this workaround.
