SYMPTOM:
The following error message appears when attempting to login into Strategy Office 9.x:

0x8004500e: Invalid byte 2 of 2-byte UTF-8 sequence

 
CAUSE:
This issue occurs due to the usage of special character in the projectsources.xml file.
 
ACTION:
Remove the special character from projectsources.xml file.
