This issue occurs regardless of the method used for migrating the report.
CAUSE:
This is a known issue in Strategy Object Manager 9.x.
When deploying the Writeback plugin, an extended property has to be created. This issue occurs because Strategy Object Manager is not able to migrate extended properties. The issue remains when creating the same property, with the same name, in the destination project, because it doesn't have the same Object ID as in the source project.
ACTION:
Please contact Strategy Technical Support for an update on the status of this issue.
Starting in version 9.3.0, System Objects can be migrated with Object Manager, by dragging and dropping the object from the source to the destination project. Since the Writeback property is a System Object, therefore this would be the workaround to migrate a writeback report successfully:
