KB438706:Error message 'WebPage cannot be found' appers when reports exported to Excel from IE in MicroStrategy 10.4

Symptom：
When exporting a report or document with a Chinese name to Excel in Web, users get the error message 'WebPage cannot be found' error and failed to export.', as showed below.

This issue only happens between IE browser and Tomcat, so exporting works fine with Chrome or Firefox browser, or  IIS web server. And it doesn't show up if the report/document name is English.
Cause:
When exported from Web, the HTTP request sent to Tomcat from IE contains Chinese report name, and Tomcat cannot handle this kind of request.

Action:
This issueis fixed in 10.4.4 or 10.8. After hotfix4 installed, the HTTP request sent from IE looks like below, and it works.

1. Install hotfix4
2. StopTomcat
3. Delete below Strategy directories：
       Tomcat_Installpath\webapps\Strategy
       Tomcat_Installpath \temp\Strategy
       Tomcat_Installpath\work\Catalina\localhost\Strategy
4. Copy Strategy.war file to Tomcat_Installpath\webapps
5. ReatarTomcat.
