STEPS TO REPRODUCE:

  1. Create an attribute which ID form is defined with a column which data type is text. ex: Country_Name.
  2. Create a security filter with the attribute and define the expression like Country@ID = '1.'
  3. Launch Command Manager and try updating the security filter with following syntax:   ALTER SECURITY FILTER "TestSecurityFilter" FOLDER " \Project Objects\MD Security Filters" IN PROJECT "Strategy Tutorial" EXPRESSION "Country@ID='2'";
  4. Notice the error, "Invalid date/time syntax.

Note: This expression can be validated when Strategy Developer is used.
CAUSE:
This is /working as designed. When the ID form is defined with non-numeric value, EXPRESSION needs to be wrapped with single quotes, while the non-numeric value (though it appears as a number) needs to be quoted inside double quotes.
ACTION:
Update the syntax to below:
ALTER SECURITY FILTER "TestSecurityFilter" FOLDER " \Project Objects\MD Security Filters" IN PROJECT "Strategy Tutorial" EXPRESSION 'Country@ID="2"';
Note: 'Country@ID="2"';  <-- Single quote followed by Attribute name@Attribute Form equals to double quote, non-numeric value, double quote, then, closed by a single quote.
WORKAROUND:
Use Strategy Developer to update the expression.  KB439318
