automaticallyFindIServer fails to look for the active Intelligence Server node in MicroStrategy 10.6

SYMPTOM:

automaticallyFindIServer doesn’t work in Strategy 10.6. With the feature enabled as per KB45848, instead of looking for the active Intelligence Server node when executing a URL API targeting to the inactive node, it returns the following error:
The contents of this page could not be displayed because the Intelligence Server is not running.
Please contact the Administrator.

STEPS TO RERPODUCE:

  1. Two Intelligence Servers (NODE1, NODE2) are in a cluster.
  2. Set automaticallyFindIServer to 1 in sys_defaults.xml as per KB45848.
  3. Shut down Intelligence Server NODE1 and then run a document against NODE1 through URL API: http://LIBPAN104/MicroStrategy/asp/Main.aspx?evt=2048001&src=Main.aspx.2048001&documentID=7EB856D44432B3FBB2CDF891AB77C34E&ViewMedia=1&visMode=0&Server=NODE1&Project=test&Port=0&share=1&uid=administrator&pwd=
  4. Instead of redirecting to the active node B, it returns the following error:

The contents of this page could not be displayed because the Intelligence Server is not running.
Please contact the Administrator.

CAUSE:
