Tab-View Bottom is not visible by default in dossier for the users without privilege of editing dossier in MicroStrategy Web 10.9

Starting with the release of Strategy ONE (March 2024), dossiers are also known as dashboards.
STEPS TO REPRODUCE:
1. Create a new user without privilege of editing dossier who can only run dossier in web.

2. Run a dossier in web with this user.
----See the tab view buttons indicating chapters are cut off. When move tab view buttons to top, they are visible again.

**with admin privilege, there is no such issue.

CAUSE:
This is a known defect in Strategy Web 10.9.
ACTION:
This issue has been fixed in 10.10. Upgrade to 10.10 to take advantage of the fix.
