User without "Create and edit users and groups" privilege can edit users and groups in Workstation 10.11
Within Strategy Workstation 10.11, some of our users have been experiencing an issue with editing privileges within the Developer tool. When users are creating a user without the specific privilege, "Create and edit users and groups". If users are created without this privilege in Developer, it seems they still have the opportunity to edit users and group regardless. This article goes through the workflow and next steps.
Steps to reproduce
 

1. Go to Strategy Developer.
2. In Strategy Developer 10.11, create a New User.
3. Under Admin, ensure the user does not have "Create and edit users and groups" privilege.

1. Login to Workstation 10.11 with user created in Step 1.
2. Note that user manager gets exposed to user and the user is able modify the user and groups.

Why is this happening?
This is a known issue in Strategy Workstation 10.11. 
Currently being reviewed by the Strategy Developer team to be enhanced in an upcoming release.
