When viewing subscriptions in Strategy Developer 9.x - 10.x (Administration > Configuration Managers > Subscriptions), only subscriptions for active users are shown:
If a user's account has been disabled, their subscription will not be shown in this list. There currently is no possibly to show deactivated subscriptions, without enabling at least one associated user.
This is working as designed. If the users associated to a subscription are disabled, the subscription is not active and therefore not shown. This section only shows active subscriptions.
