SUMMARY:
This issue occurs when trying to start the Intelligence Server after successfully attaching the metadata. The server is not able to start and many errors appear in the DSSErrors log. A resolution to the issue is provided below.
SYMPTOM:
"License compliance manager: waiting for the task of license thread to complete is not successful." error message appears when trying to configure the Intelligence Server in Configuration Wizard 9.4.1. The Intelligence Server was recently upgraded to 9.4.1. However, the Intelligence Server cannot start and the following errors appear in the DSSErrors log:

CAUSE:
The Intelligence Server cannot properly start because the neccessary port (port 34952 by default) for the Intelligence Server is being occupied by another process. It is most likely the "MSTRSvr" process which is the Intelligence Server itself. The previous instance of the server was not properly killed and is hanging in the port.
ACTION:
There are two resolutions to this issue:
1) Kill the process that is occupying the port. Check to see if "MSTRSvr" is running. Kill this process and try starting the I-Server again.
2) Restart the machine, which will kill all the processes.
