No. If the administrator exceeds the number of failed login attempts, an error message will show as below and administrator will not be locked.
Incorrect login/password. This account, 'Administrator', is disabled due to too many failed logins. Please contact the administrator. You are not allowed to change this protected property on the Administrator user.
