"ActiveX component can't create object" error message is encountered when launching Developer

SYMPTOM:

When launching Strategy Developer for the first time after installing Strategy in Windows, the following error message is encountered.

ActiveX component can't create object

CAUSE:
After installing Strategy in Windows, a machine reboot is required to complete the registration of certain system files on which the Strategy installation depends. As the registration process is tied to the user performing the installation, the same user must log in again after the reboot is complete for the process to start.
On some occasions, the file registration might not complete even after the machine is rebooted. Typically, this might be caused by the Windows user (that performed the installation) not having local administrative privileges, an antivirus/malware protection software interfering with the install process, Windows User Account Control (UAC), a restrictive group policy, or another security related setting or configuration.

ACTION:
Ensure that the same user who performed the installation has logged back into Windows after the machine has been rebooted.  If the error message is still encountered, ensure that there are no security software or policies restricting Strategy's install process from completing, and uninstall and reinstall Strategy
