Starting with the release of Strategy ONE (March 2024), dossiers are also known as dashboards.
By default, Strategy Web uses following map in ESRI public server as on-premise base map:
http://services.arcgisonline.com/ArcGIS/rest/services/World_Street_Map/MapServer
This map is only available in English. However, users may prefer to have it display in other languages such as Chinese. It is possible to change default base map to other maps provided by ESRI using other languages. <bms> element indicates base map information in esriConfig.xml file.
ACTION:
Follow the steps below to enable base map using Chinese language in ESRI map:
1. Go to ESRI map gallery to find available Chinese maps, listed as follow:
http://cache1.arcgisonline.cn/ArcGIS/rest/services/
More maps with other languages could be found in ESRI Map Gallery.
2. Choose a map that can fulfill requirement, e.g. "ChinaOnlineStreetColor"
http://cache1.arcgisonline.cn/ArcGIS/rest/services/ChinaOnlineStreetGray/MapServer
3. Modify WEB-INF/xml/config/esri/esriConfig.xml in Web server
Change
<bm key="default">http://services.arcgisonline.com/ArcGIS/rest/services/World_Street_Map/MapServer</bm>
</bms>
To
<bm key="default">http://cache1.arcgisonline.cn/ArcGIS/rest/services/ChinaOnlineStreetGray/MapServer</bm>
</bms>
4. Since it's using on-premise base map instead of cloud-based map, we need to disable webmap by setting default as false:

5. Restart Web Server and clear browser cache, the ESRI map will be displayed in Chinese, both effective in document and dossier.
