"Failed to create component ‘Server Administrator’; CoCreate Instance Returned 0x8007007E" error message appears when launching MicroStrategy Developer after performing a fresh install or an upgrade in MicroStrategy 9.x

SYMPTOM:
The following error message appears when launching Strategy Developer after performing a fresh install or an upgrade in Strategy 9.x.

Failed to create component ‘Server Administrator'; CoCreate Instance Returned 0x8007007E

  
CAUSE:
This issue may occur due to a corrupted file in the Strategy installation folder.
 
ACTION:
Perform a repair install of the Strategy installation on the affected machine. If the repair install does not reolve the issue, contact Strategy Technical Support for information on completely uninstalling all Strategy products on the affected machine before performing a reinstall.
