The custom number formatting [>=10000]#,,.0"m"%;[>=10]#,.0"k"%;#0.0% is not applied correctly in a grid in MicroStrategy Web

SYMPTOM:
Custom formatting for metrics using '#,,.0"m"%;#,.0"k"%;#0.0%' displays incorrectly in Strategy Web, but it returns correct results in Developer.

STEPS TO REPRODUCE:
1. Create a table with 3 columns and insert a row of dummy data as follows:

2. Import this table to Tutorial project. Create attribute A against column A. Create metric against column M1 and M2.
3. Create report with A, M1, M2.
4. Apply custom formatting for M1 and M2 with expression
 [>=10000]#,,.0"m"%;[>=10]#,.0"k"%;#0.0%
5. Run report in Developer. It is correctly formatted as:

M1= 765.4m%, M2=210k%
6. But run report in Web. Incorrect result is displayed.
M1= 7.7m%, M2=2.1k%
