If the Object Source Trace is enabled from Strategy Diagnostics Configuration, one can see that the user Web Preferences object is the last object to be accessed before getting the error:

CAUSE:
This behavior has been observed in Strategy Developer 9.4.x-10.x, however its root cause is unknown.

ACTION:
Strategy will continue to investigate and post updates as soon as they are available.
In order to track down the cause of the inconsistency, customers encountering this issue should make note of related object manipulations, Object Migrations, or error messages prior to experiencing the problem.  Change Journaling, if it has been enabled, can help in preserving this information.

WORKAROUND:
This issue is resolved after resetting the user Web Preferences, in Strategy Web:

  1. Log into the project with the user that has the issue.
  2. Access the Web Preferences tab and select "Load Default Values".
  3. Save the changes.
