SYMPTOM
In Strategy Intelligence Server running on a Windows Server 2008 operating system, the following error is received when users try to upgrade projects through the Strategy Configuration wizard.

Error occurs while terminating the running server instance.
Unexpected error occurred. Access is denied.

It is verified that the user logged in to the system and the user running the Strategy Intelligence Server process is part of the Administrators group. Restarting the Strategy Intelligence Server process from Strategy Service Manager is successful, but any operation from Strategy Configuration wizard fails with the same error. Launching the Configuration Wizard with 'Run as Administrator' also does not help. It is verified that the Administrators group has the "Debug Programs" privilege in the local security policy.

CAUSE
This issue can be seen on certain Windows Server 2008 configurations where the user does not have the required permissions to access a running process and make the required system calls to spawn additional processes or modify the existing process.

ACTION
The Administrators group should be added to the following privileges under local security policy, The local security policy can be accessed by going to Control Panel > Administrative tools > Local Security Policy > Local Policies > User Rights Assignment.

  • Replace a process level token
  • Act as part of the operating system
