One possible cause is that some expired scheduled administration task (request) object still depends on this user.

Please contact Strategy Technical Support to remove the reference. In order to track down the cause of the behavior, customers encountering this issue should make note of Object Migrations or error messages prior to experiencing the problem. Change Journaling, if enabled, can help in preserving this information.
