When creating a Platform Analytics Project, a DSN to the Platform Analytics MySQL database is required on the Intelligence Server machine. However, if you install the out-of-the-box MySQL database on a machine other than the Intelligence Server machine (which is recommended for performance reasons), the DSN fails to be created because the connection to the database fails.
When using Strategy Connectivity Wizard to create a DSN to the out-of-the-box MySQL database and then test the connection to the database, it will fail and the DSN is not created.

Environment Configuration
Creating the DSN for the Platform Analytics Project
The test connection fails because the out-of-the-box MySQL database comes with the default user mstr@localhost. Since the out-of-the-box MySQL database is not on localhost (relative to the Intelligence server machine from which the DSN is created), causes the connection to fail because the out-of-the-box MySQL database refuses connections from all other hosts besides localhost.
To resolve this issue, use a MySQL administrator utility to change the mstr user in the out-of-the-box MySQL database from mstr@localhost to mstr@<intelligence-server-machine> or mstr@% for global access. Afterwards, you will be able to successfully create a DSN.
