KB484905: Fix Property "Metric Outer Join" on Dossier based on Live Connect dataset with Data Engine Version 2021

Starting with the release of Strategy ONE (March 2024), dossiers are also known as dashboards.
Steps to Reproduce
This procedure is using Strategy Tutorial WH that is shipped with Strategy products.

1. Login to Strategy Developer, create two Filters:
   
1. F01:Region=South with expression: Region In List {5:South}
2. F02:Region=North with expression: Region In List {1:Northeast, 6:Northwest}
2. Create two Metrics:
   
1. M01:Cost@South with expression: Sum(Cost) {~} <[F01:Region=South]; @2; ->
2. M02:Cost@North with expression: Sum(Cost) {~} <[F02:Region=North]; @2; ->
3. Login to Strategy Web, create new Dossier, add Existing Objects as Connect Live Dataset: Attribute Region, Metric M01:Cost@South and M02:Cost@North

1. Add into Visualization: Attribute Region, Metric M01:Cost@South and M02:Cost@North
2. Go to More Options, and modify Join Type for Metric M01:Cost@South and M02:Cost@North as Outer Join

1. It returns no data for the Visualization, the metric outer join does not work.

Cause
This is a known issue in Strategy.
Solution
This issue has been addressed in Strategy 2021.
To pick up the fix, upgrade to Strategy 2021 or above and enable project level setting "Data Engine Version" to 2021 or above. For more details on enabling the setting, refer to Change Data Engine Version
After the fix, metric outer join works and data returns.
