While checking licenses in a Strategy environment, the number of "Server - Reporter" licenses consumed is bigger than expected. When checking in the License Audit Report for privileges of users consuming "Server - Reporter" licenses, it is observed that some users have no privileges granted. This may be the situation of users not actively working on the Strategy environment. Even though these users do not have any privileges, they will consume "Server - Reporter" licenses.
A user consumes a base module license regardless of any privileges. As long as a user is enabled, this user must either be part of "Server - Reporter" or "Server - Intelligence". Therefore, the observed behavior is by design.
If inactive users, that is, users not actively working on the Strategy environment, should not be counted for "Server - Reporter" licenses, the solution is to disable them.
For a test user not having any privileges, the License Audit Report shows this user consuming a “Server - Reporter” license.

However, no privileges are assigned for that license and user (the cell under the “Privileges” column header is empty).

Once this user is disabled from Developer, the License Audit Report does not count "TestUser" as consuming a "Server - Reporter" license anymore.
