Symptom
Although user has set the correct URL in sys_defaults.properties (it is located under Web deployment folder <Web server path>\WEB-INF\xml) after following KB485430 as below:
officeLocation=http\://<IP Address>\:<Port>/StrategyWS/Office/Lang_1041
an extra string is added to the URL automatically when clicking the link from Strategy Web:
http:// <IP Address>\:<Port>/StrategyWS/Office/Lang_1041/Lang_1033/officeinstall.htm
Cause
The behavior is per design caused by a hidden setting named appendLocalePath in sys_defaults.properties file. The default value is 1 (enabled) so that the locale (language) path will be appended to the path (officeLocation) set in sys_defaults.properties automatically.
The locale path will be automatically adjusted according to the language setting of the user in the Preference page in Strategy Web.
Solution
There are two ways to avoid the issue.
1. If user want to leverage the appended locale info, they need to set the officeLocation as below (excluding the locale path):
officeLocation=http\://<IP Address>\:<Port>/StrategyWS/Office
2. If user want all users to access to the same download URL, they should disable the appendLocalePath by adding below parameter to sys_defaults.properties as below:
appendLocalePath=0
