In Strategy 2020 Update 4, Kafka and PA Consumer don't start automatically after the machine restart on Windows.
Below error is recorded in Kafka Server.log:
[2021-08-10 09:50:36,568] INFO Got user-level KeeperException when processing sessionid:0x100000b92db0000 type:create cxid:0xd zxid:0x2a3 txntype:-1 reqpath:n/a Error Path:/config/brokers Error:KeeperErrorCode = NodeExists for /config/brokers (org.apache.zookeeper.server.PrepRequestProcessor)
[2021-08-10 09:37:35,820] INFO Socket error occurred: localhost/127.0.0.1:2181: Connection refused: no further information (org.apache.zookeeper.ClientCnxn)
The workaround to ensure Kafka fully stop before stop the machine not help in this case:
1. Use the "kafka-server-stop.sh" to shop the service.
2. Then stop the machine.
This is a known issue with Strategy 2020 Update 4.
Follow steps below by launching the Windows Services:
1. Change Kafka service startup type from Automatic to Manual.

2. Change PA Consumer Service startup to “Automatic (Delayed Start)”.

3. Change the 3 failure actions to “Restart the Service” for both Kafka and MSTR PA analytic consumer services on Recovery tab.

For Intelligence Server on Linux, refer to Knowledge Base Article below for counter measures:
