MicroStrategy Intelligence Server 10.5. - 10.10 cannot be started after installing Windows Update KB4284863 or KB4338815 on Windows Server 2012 R2 Operating Systems

On June 21st, 2018, the non security, optional windows update preview KB4284863 was released.  More information about the update can be found here: https://support.microsoft.com/en-us/help/4284863/windows-81-update-kb4284863 
On July 10th, 2018, Microsoft Windows Update KB4338815 (Monthly Rollup) was released.  More information about the update can be found here: https://support.microsoft.com/en-us/help/4338815/windows-81-update-kb4338815
The main issue is that the Strategy Intelligence Server does not start after installation of the aforementioned windows updates on Windows Server 2012 R2. This issue has been found to affect Strategy Versions 10.5 - 10.10.
