MicroStrategy Intelligence Server cannot be started on Windows 10 after applying Windows update kB4464218 and KB4458469

DESCRIPTION:
Intelligence server cannot be started on Windows10 after applying Windows patch KB4464218 and KB4458469.
The issue impacts Strategy Intelligence Server 10.4 to 10.8.  
In the event log, below entry is caught:

MicroStrategy Intelligence Server does not start on Windows 10 after applying Windows update KB4284848
MicroStrategy Intelligence Server 10.8 fails to start on Windows 10 operating systems (version 1607, Anniversary Edition) after upgrading from MicroStrategy versions 10.4 or 10.5
 
MicroStrategy Intelligence Server 10.7 and 10.8 fails to start on Windows 10 machines with Feature Pack 1703 "Creators Update"
CAUSE:
This issue is caused because of a conflict of SHSMP64.dll with the specific Windows Update
 
ACTION: 
This issue has been fixed in Strategy 10.9 GA. Upgrade to this version to take advantage of the fix.
 
If it is not feasible to upgrade, a targeted code fix can be applied to the Strategy Intelligence Server. This code fix can be applied on Strategy Intelligence Server version 10.4 - 10.8 and is available for download via this Community Article (see end of document).  A readme for this patch is also available in the attached compressed file. 
 
WORKAROUND:
If the organization's security team gives approval to uninstall this update, go to Control Panel > Programs > Programs and Features > View Installed Updates, and roll back the Windows Update KB4464218 and KB4458469.
