DISCUSSION
Starting in Strategy 11.0 it is possible for administrators to configure error handling for document and dossier deliveries so that the subscription will not be sent to end users if the document or dossier execution returns no data. Prior to this, the error handling settings under Project Configuration->Deliveries->Error handling->No data returned would only apply to reports. Document deliveries would still be sent to end users even if the No data returned field was set to "Do not deliver."
This limitation for versions prior to 11.0 is documented in KB319729
With the implementation of this feature, the settings that are configurable under Project Configuration->Deliveries->Error handling will apply uniformly to reports, reports services documents, and dossiers.
