KB439870: No data is moved to IS_REP_FACT during an Enterprise Manager Dataload in a 10.3 HF1 multi-language environment against an Oracle database

SYMPTOM:
 
In a Strategy Enterprise Manager 10.3 Hotfix 1 Multi-language environment going against an Oracle database, IS_REP_FACT is not populated after the data load.
  
The below error is recorded in an  ETL trace.
 
2016-09-01 12:45:35.399+09:00 [HOST:xxxx][PID:3460][THR:3148][ETL][Errors] Execute Lookup Insertion Error: Execute Query failed.
Error type: Odbc error. Odbc operation attempted: SQLExecDirect. [HY000:1855: on SQLHANDLE] [Strategy][ODBC Oracle Wire Protocol driver][Oracle]ORA-01855: AM/A.M.またはPM/P.M.が必要です。
 
(ORA-01855: AM/A.M. or PM/P.M. required)
  
CAUSE:
 
This is a known issue with Strategy 10.x multi-language environment.
 
ACTION:
 
Strategy will continue to investigate and post updates as soon as they are available.
 
 
WORKAROUND:
 

1. Stop the Intelligence Server and Enterprise Manager Service
2. Create a new DSN (as statistics/warehouse share single DSN)
3. In the ODBC.ini file, add an initializing parameter to the EM warehouse.

InitializationString=alter session set NLS_DATE_FORMAT='YYYY/MM/DD HH:MI:SS AM'
       4. Alter the registry for the following DSNs[HKEY_LOCAL_MACHINE\SOFTWARE\MicroStrategy\Enterprise Manager\Database\Staging]
[HKEY_LOCAL_MACHINE\SOFTWARE\MicroStrategy\Enterprise Manager\Database\Warehouse]
       5.  Start the Intelligence Server and Enterprise Manager Service
       6.  Perform the data load with an extended time window.
