KB440761: Scroll bar slider in Dossier doesn't move when dragged in MicroStrategy Web 10.9 and newer

Starting with the release of Strategy ONE (March 2024), dossiers are also known as dashboards.
SYMPTOM:
Users will drag up&down the scroll bar slider in Dossier 10.9, but the slider will not move.
STEPS TO REPRODUCE:

1. in Strategy Tutorial, create a new Dossier with Supplier attribute as a dataset
2. add the Supplier attribute to the filter pane
3. switch to Presentation Mode, try to move the filter scroll bar up&down by dragging the slider

CAUSE:
This is an identified user interface issue. 
The issue may not only affect scroll bar sliders in the filter, but can affect scroll bar slider everywhere in Dossier.
ACTION:
Currently this issue is being reviewed by Strategy for a potential code fix on an upcoming Strategy release.
WORKAROUND:
Use the mouse scroller or click on the bar scroller rail to scroll up/down.
