KB438507: "The license to run Microstrategy Web on this server is not valid or cannot be found (...)" error message appears when accessing Web after installing MicroStrategy 10.8 Web+Mobile only on Windows Server 2012

SYMPTOM
When attempting to access Web or Web Admin having installed Strategy 10.8 on Windows Server 2012 with only Web and Mobile components, i.e. without the Intelligence Server component, the below error message appears:

Additionally, when trying to access License Manager it displays as a blank, grey screen:

CAUSE
During the installation process of 10.8 on Windows Server 2012 where Intelligence Server component is not chosen the m8json.dll file is not populated correctly, which causes the process to complete incorrectly with some components unusable.
 
ACTION
To workaround this issue uninstall fully all Strategy components, then re-install Web & Mobile together with I-Server on the same machine.
The Strategy Internal Reference Number for the issue discussed in this technical note is DE71035.
