SYMPTOM
User fencing is not working if user logins to library from web using seamless login in Strategy 2019. However, user fencing is working if user logins to web or library directly.
STEPS TO REPRODUCE

1. Set user fencing in Command Manager, so that user A can only access Intelligence Server 1 while user B can only access Intelligence Server 2.
2. Login to web or library directly as user A. Check job monitor. User A is accessing Intelligence Server 1.
3. Login to library from web using seamless login. Check job monitor. User A is accessing Intelligence Server 2.

SOLUTION
This issue has been addressed in Strategy 2019 Update 2. Please upgrade to avoid this issue.
