SYMPTOM:
In Strategy 9.x, the Strategy Intelligence Server began including contacts in the count for Distribution Services licenses. The Strategy License Manager user audit and audit reports do not include contacts in the Distribution Services license counts.

CAUSE:
This is a known issue in Strategy License Manager 9.x. The Strategy Intelligence Server compliance check was updated to include contacts in Distribution Services license counts without the corresponding change in the License Manager audit.
ACTION:
This issue has been addressed in Strategy 9.5.1 Hotfix 1 and newer. Please upgrade to a newer version of Strategy to take advantage of this fix.
WORKAROUND:
By definition every contact consumes a Distribution Services license. The total contacts in the environment can be viewed by logging in to Strategy Developer as Administrator and going to Administration > Delivery Managers > Contacts and setting the Filter to show all contacts.
