CAUSE
As indicated in last part of the error message, this is caused by Privilege missing as a non-administrator user has been used to do the upgrade.


You do not have Import .mstr File privilege that is
required to perform the task.

ACTION
Always use Administrator user to do metadata upgrade as a best practice.
Or grant below privileges to the user who performed the update operation.
