KB440316: Data is not populated to Look up tables and Fact tables in Chinese Enterprise Manager environments

SYMPTOM:
In some certain Chinese Enterprise Manager environments, even the data load shows completed and successful from Command Manager, when checking the data from the tables in Database, users find below tables are empty.
IS_PROJ
IS_REP
IS_DOC
IS_REP_FACT
IS_DOC_FACT
...
No obvious error from MAEntMgr.xml or Migration log. Data in EM_IS_LAST_UPDATE also shows the data load is successful with IS_STATUS=1.
CAUSE:
The created data load stored as Chinese time in table EM_CONFIGURATION (like below), while the Strategy Intelligence Server cannot handle the Chinese.

ACTION:
Delete the current Data load and create a new one. If it is populated as English in table EM_CONFIGURATION, then it is fine. If it still stored as Chinese, users may manually change the time to English for this table as below.
