KB441021: Users with privileges to create dashboards but not publish Intelligence Cubes, are capable of publishing Intelligence Cubes in MicroStrategy Web 10.4 version.

SYMPTOM:
Users with privileges to create dashboards but not publish Intelligence Cubes, are not able to publish the cube from Developer, which is expected. However they are capable of publishing Intelligence Cubes from Strategy Web. 

STEPS TO REPRODUCE:

1. Login Developer with Administrator, create a cube and publish it. 
2. Login Web with Administrator, Create a VI Dashboard based on this cube. The Dashboard can be executed successfully. 
3. Create a user (tester) and disable the "web publish Intelligence Cube" privileges under Web Analyst. 
4. Delete the cube cache from cube monitor. 
5. Login Developer with "tester", execute the VI dashboard created in step 1. Error showing the Intelligence cube is not published, which is expected. 
6. If the user "tester" try to publish the cube from Developer, message like "You do not have the privilege to publish the cube" pops up, which is working perfectly. 
7. But if login Web with "tester", execute the VI dashboard created in step 1. Error showing the Intelligence cube is not published, which is expected. 
8. Click on the "Republish" button on the message windows, the user can successfully republish the cube and run the dashboard. 

CAUSE:
This has been defined as a known defect, and has been fixed in Strategy 10.8 version.
ACTION:
Upgrade to Strategy 10.8 version and take the advantage of the fix.
