CAUSEThis issue is caused because of a conflict of the above DLL with specific Windows Updates (KB4338815, KB4284863, KB4462926). For details regarding the Windows Updates, refer to the link below:

Upgrade to this version to take advantage of the fix.
If it is not feasible to upgrade, a targeted code fix can be applied to the Strategy Intelligence Server. This code fix can be applied on Strategy Intelligence Server version 10.5 - 10.10 and is
available for download via this Community Article (see the end of document). A readme for this patch is also available in the attached compressed file.
Note: For users running Strategy version 10.10, the code fix should be applied after applying
10.10 Global Patch 6 as mentioned in the Readme. That particular patch can be downloaded from the following Strategy Community article:
