Users may/would like to manually trigger file subscriptions created by other users via Command Manager in Strategy 10.x, below is the list of privileges required for users to perform the action:
Deliveries:

• Sbuscription to file
• Use Distribution Services
• Use send preview Now

Command Manager

• Use Command Manager

Administration

• Create and edit schedules and events
• Fire events
