In Strategy Web Administration Page, “show login page after user log out” can be found under Default Properties tab.

By default, Strategy Web will attempt to login the user if there is an automatic login mode enabled that doesn't require the user to type in credentials (like Windows NT authentication or other SSO, e.g Siteminder, Ping Federate, etc).
One problem would arise when a user has one automatic way to login, with another manual way enabled also, e.g Standard authentication.
If such user wants to log in manually, this setting “Show login page after user logout” should be enabled to force the login page to display.
This setting allows users to have a chance to decide among the various available login modes after logging out.
If the only login mode available is an automatic login, then no matter whether this setting is On or Off, the login page will not be displayed. Thus it is recommended to uncheck this setting.
In addition,
This setting applies both to the Server Admin sessions as well as other Web sessions.
The default value is set to Off.
